Continuous changes in school curriculum, and efforts to modernize teaching and learning in Kosovo schools, have been placing increasing demands on teachers in Kosovo for implementing more learner-centered and outcomes based teaching. Kosovo Government has introduced in August 2011 a New School Curriculum (New Curriculum Framework) which has marked a shift from content-oriented Curriculum (2001 Curriculum) to an Outcomes-based Curriculum (2011 Curriculum Framework). The New Curriculum Framework is based on 6 key competencies and is currently being piloted in 10 selected schools.

The Ministry of Education, Science and Technology (MEST) developed a Teacher Competency profile in 2012 through a consultation process. The document foresees the competencies that are required from new teachers in order to be able to support the enhancement of teaching and learning in schools. The profile is a comprehensive set of knowledge, skills and beliefs which are foreseen as necessary to push the implementation of New Curriculum at the school level as well as set a direction for the development of pre-service teacher education.

All these developments have placed significant demands on the Faculty of Education to develop new programs, at Master level, for subject teachers, including vocational education teachers, in order to meet the demands for standardization and professionalization of teaching position as well as implementing the school reform that is underway (new Curriculum implementation).

The University of Prishtina's Faculty of Education has had a positive experience in developing Master Programs in Education through a previous EU TEMPUS project (JEP 144667) in 2009 and 2010. Two Programs were developed through the Project: 'Educational Leadership' and 'Curriculum and Teaching'. The demands for developing new Master programs and ensuring quality of those programs is quite challenging for a new and developing Faculty. Thus this project will aim at developing quality Master programs aiming to ensure prospective teachers meet the minimum standards for entry in the profession in future as foreseen in the legislation. In addition, the project aims to develop capacities of Teacher Educators on adopting the modern pedagogy leading to improved capacities of prospective teachers for modernization of teaching practice at the service of the implementation of new Kosovo Curriculum Framework and working in diverse learning environments.
