Project description

In this research project, we are developing a research-based model of pedagogical leadership that promotes agency in vocational education and training. We also examine a training intervention based on this model to enhance pedagogical leadership competence in vocational teacher education. Pedagogical leadership is a phenomenon that has been scarcely studied in the context of vocational education, both internationally and in Finland. There is a need for training in pedagogical leadership competence in upper secondary vocational education and teacher education, covering the specific characteristics of vocational education leadership comprehensively. 


The development of the pedagogical leadership model that promotes agency in vocational education is based on a literature review and an exploratory survey. The model, along with reflection questions, will be published openly, allowing it to be used in educational institutions as a self-assessment tool for pedagogical leadership. Based on the developed model, we will implement a study module in vocational teacher education at two universities of applied sciences (HAMK, Jamk). To evaluate the impact of the study module, we will utilize various data sources, such as materials produced by participants during the training, interviews, and surveys. 

Overall, the JOHTO+ project deepens the understanding of leadership in vocational education and creates new openings for promoting the development of pedagogical leadership competence in vocational education and teacher education.
