Project description
The project originated from the need to model a data ecosystem for the emerging cluster of physical activity, sports, health promotion, and well-being in the Hippos area, enabling the development of the region's data economy. Currently, data is collected in separate silos, such as systems of companies, sports clubs, and public actors, which makes it difficult to combine and utilize data in broader service packages. This siloing leads to inefficiency, weakens the customer experience, and limits companies' opportunities to develop new services and innovations. In addition, research organizations and educational institutions have limited possibilities to use data in research activities.
The use of data is subject to numerous laws, regulations, and directives, which further complicate its utilization. The project will examine regulations related to the data economy.
The project was prepared in close cooperation with the City of Jyväskylä, the Finnish Institute of High Performance Sport (KIHU), and JAMK University of Applied Sciences. It also involves local companies that have expressed interest in co-developing the data economy. The project responds to needs and opportunities identified by businesses.
In planning the project, the guidelines of the government program concerning the data economy and national data economy development programs were taken into account. The preparation process utilized expert presentations and discussions that helped shape the project's objectives and actions.
The project's objectives are:
Mapping the current state: Identify what data is collected in the area, where it is stored, why it is collected, and how it is currently utilized.
Modeling the regional data ecosystem: Create a model of the Hippos area data ecosystem that serves as a pioneer for the data economy in the Jyväskylä region.
Model for data economy and RDI collaboration: Develop a model that initiates the data economy in the Jyväskylä region and strengthens collaboration among stakeholders.
Business-driven value network: Create a value network that illustrates the added value generated by the data ecosystem for companies' business operations.
Regulatory analysis: Examine regulations governing the data economy and data usage, particularly in the contexts of physical activity, sports, health promotion, and well-being.
Outcome: The project will establish a foundation in the Jyväskylä region for a data ecosystem, data economy, and, more broadly, the development activities and data-driven business of the Hippos area, with regulatory aspects duly considered.
The project's co-implementer is: Finnish Institute of High Performance Sport (KIHU).
The project is co-funded by the Centre for Economic Development, Transport and the Environment of Central Finland (ELY) through the 'Renewing and Competent Finland 2021–2027' EU Regional and Structural Policy Programme (ERDF), and by the City of Jyväskylä. The project supports the 2021–2027 ecosystem agreement goals, focusing on promoting physical activity, health, and well-being.
